Island Bay - Owhiro Bay is bounded generally by the suburbs of Brooklyn, Kingston and Berhampore, the Town Belt, Dover Street, Melbourne Road and Volga Street in the north, Mt Albert Road, Buckley Road, the suburb of Southgate, Melrose Road, Witham Street, Melbourne Road and the The Esplanade in the east, Cook Strait in the south, and the locality of Makara and the suburb of Karori in the west.

Colonial settlement of the area dates from the mid 1800s, with land used mainly for grazing and farming. Population was minimal until the late 1800s when land was subdivided. Rapid growth took place in the early 1900s, particularly during the 1920s, aided by improved access. The population increased gradually between 1996 and 2013 as new dwellings were added to the area.
